PROPOSED ORDINANCE NO. 2024-26 IS AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA AMENDING TITLE VII, ENTITLED “TRAFFIC CODE,” OF THE CITY’S CODE OF ORDINANCES BY AMENDING SECTION 70.99, ENTITLED “PENALTY,” TO PROVIDE FOR INCREASED FINES AND APPLICABLE SURCHARGES FOR MUNICIPAL PARKING VIOLATIONS; AMENDING TITLE IX, ENTITLED “GENERAL REGULATIONS,” OF THE CITY’S CODE OF ORDINANCES BY AMENDING SECTION 93.99 ENTITLED “PENALTY” TO PROVIDE FOR INCREASED FINES AND APPLICABLE SURCHARGES FOR OBSTRUCTING A DESIGNATED FIRE ZONE, FIRE LANE, OR FIRE HYDRANT; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. On August 7, 2019, Ordinance 1930 was adopted to provide a $25 fine for municipal parking violations without specified fines.
2. On December 17, 1986, Ordinance 815 was adopted to provide a $30 fine plus surcharges for obstructing fire zones, fire lane, or fire hydrant.
3. The Police Department seeks to increase municipal parking violation fines to $50 per offense along with any applicable surcharges or fees.
4. The Police Department seeks to increase fines for obstructing fire zones, lanes, or parking within 15 feet of fire hydrants to $50 per offense along with any applicable surcharges or fees.
5. Staff reviewed fines in surrounding municipalities and found the proposed increases to be comparable. Increasing fines will promote traffic safety by deterring parking violations and is in the best interests of our community.
6. Staff recommends adoption of Proposed Ordinance 2024-26.
7. Request Commission to pass Proposed Ordinance No. 2024-26 on Second and Final Reading.
