MOTION TO APPROVE THE FSU-BROWARD DISTRICT'S 2026-2027 COMPREHENSIVE EVIDENCE-BASED READING PLAN (CERP), THE 2026-2031 PAEC ESOL ADD-ON ENDORSEMENT PROGRAM, THE FLORIDA ESOL ENDORSEMENT MATRIX, AND THE ASSOCIATED DISTRICT APPROVAL FORMS FOR THE FSU ELEMENTARY CHARTER SCHOOL.

SUMMARY EXPLANATION AND BACKGROUND:
1. As part of the Florida Department of Education's accountability and compliance requirements, the FSU-Broward District is required to annually maintain and obtain Governing Board approval of various instructional plans and professional development programs.
2. Rule 6A-6.053, Florida Administrative Code, requires school districts and charter schools to annually develop and submit a Comprehensive Evidence-Based Reading Plan (CERP) outlining the components of the district's comprehensive system of reading instruction. The approved plan must be submitted to the Florida Department of Education by August 1, 2026, to maintain eligibility for state reading allocation funding (See Exhibit 1. Rule 6A-6.053 FAC District K-12 CERP)
3. The FSU-Broward District's 2026-2027 Comprehensive Evidence-Based Reading Plan establishes literacy goals, instructional supports, intervention strategies, assessment practices, professional learning activities, and literacy leadership initiatives designed to improve student reading achievement and ensure alignment with Florida's Benchmarks for Excellent Student Thinking (B.E.S.T.) English Language Arts Standards (See Exhibit 2. FSU-Broward District Comprehensive Evidence-Based Reading Plan 2026-2027 and Exhibit 3. FSU-Broward 2025-2026 CERP Reflection Tool).
4. The FSU-Broward District also participates in professional development programs offered through the Panhandle Area Educational Consortium (PAEC).
