- Section 35.25 of the City's Code of Ordinances is titled "OPEN MARKET PROCEDURE."
- Section 35.25(A) Generally. A purchase of, or contract for, commodities or services that is estimated by the Chief Procurement Officer to cost $5,000 or less, maybe purchased either in the open market without newspaper advertisement and without observing the procedures prescribed by § 35.19, or in accordance with the competitive bidding procedure prescribed by § 35.19, as deemed appropriate by the Chief Procurement Officer. However, all such purchases of greater than the estimated cost of $5,000 but less than or equal to $7,500 shall require at least three oral quotations. Purchases of an estimated cost greater than $7,500 but less than or equal to $25,000 shall require at least three quotations in written form.
SUMMARY EXPLANATION AND BACKGROUND:
1. The G.R.A.D.E. program is taught to all 5th grade students as a preventive program. It includes teaching drug awareness, gang awareness & intervention, bullying, internet safety, peer pressure and several other topics.
2. It is mandatory that each student who participates in the G.R.A.D.E. program possess his/her own workbook. Upon completion of the program as a positive reinforcement the students receive a G.R.A.D.E. t-shirt.
3. The Police Department plans to have a quantity of 3,000 workbooks printed at a total cost of $4,687.22 which equates to approximately $1.5624 per workbook.
4. In addition, the Police Department obtained three quotes for the purchase 3,000 G.R.A.D.E. t-shirts, and the lowest priced vendor had a price of $4.95 per t-shirt, totaling $14,850....
