PROPOSED RESOLUTION NO. 2023-R-37 IS A RESOLUTION OF THE CITY OF PEMBROKE PINES, ADOPTING THE CITY OF PEMBROKE PINES ECONOMIC DEVELOPMENT STRATEGIC PLAN UPDATE, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT "A" AND INCORPORATED HEREIN BY REFERENCE; DIRECTING THE APPROPRIATE CITY OFFICIALS TO TAKE ANY AND ALL ACTION NECESSARY TO EFFECTUATE the INTENT OF THIS RESOLUTION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.

SUMMARY EXPLANATION AND BACKGROUND:
1. The City Commission at its September 17, 2014 meeting via Resolution 3431 adopted the City's first Economic Development Strategic Plan (EDSP).
2. The EDSP was intended to guide the City's economic development activities over a five year period. Due to the impacts of COVID-19, staff decided to delay in the procurement of an updated plan.
3. The EDSP is a comprehensive document that contains an executive summary, goals, market analysis and .
4. The EDSP was designed to be updated from time to time to reflect the changing business environment in the City.
5. On June 1, 2022, the City Commission authorized the advertisement of RFP # PL-22-03 "Economic Development Consultant - To Update the Citywide Economic Development Strategic Plan (EDSP)". The purpose of this solicitation was to update the Citywide Economic Development Strategic Plan (EDSP) for the City’s Planning and Economic Development Department. The EDSP provides a framework that aims to increase the City’s tax base by enhancing the business climate and creating higher-paying jobs. The City’s ultimate goal is to sustain and expand its economic base in order to provide for a high quality of life for all residents.
