SUMMARY EXPLANATION AND BACKGROUND:
1. On December 4, 2024, the City Commission adopted the Strategic Plan titled “We Love Pembroke Pines: A Blueprint for a Brighter Future.” The Strategic Plan identified key investments in parks and recreation facilities to address aging infrastructure, expand recreational opportunities, and enhance quality of life for residents. As part of the Strategic Plan implementation, Flamingo Park Field One was identified as a priority project to improve field conditions, increase playability, and enhancing the overall experience for athletes and spectators. The project includes renovation of the existing varsity baseball field and associated support facilities to improve functionality, accessibility, and long-term maintenance efficiency.

2. On October 15, 2025, the City Commission approved funding for Year One Strategic Plan Recreation Projects, which included $250,000 for the design of the Flamingo Park Field One Renovation Project. This funding is intended to support the design phase only, with construction to be considered at a future date.

3. On January 21, 2026, the City Commission approved continuing contracts under RFQ #PSPW-23-20 for CCNA professional services, establishing a pool of pre-qualified consultants across multiple disciplines. In accordance with these agreements, staff selected R.E. Chisholm Architects, Inc. from the pre-qualified firms under Trade F - General Architectural Services, based on their qualifications, experience with similar municipal projects, and ability to assemble a multidisciplinary team to support the project.
