SUMMARY EXPLANATION AND BACKGROUND:
1. The Miami-Dade County Commission is considering approving a mass burn facility for the combustion of municipal solid waste with a proposed location in North Miami-Dade County near the Broward County Line.
2. The Miami-Dade County Mayor has demonstrated her support for the development and operation of the Incinerator at the Proposed Location. The development and subsequent operation of the Incinerator in such close proximity to the Broward County line may have long-lasting harmful impacts on Pembroke Pines residents and others living in South Broward County.
3. On September 5, 2023, Mayor Ortis sent a letter to Miami Dade County Mayor Daniella Levine Cava regarding the development of an Integrated Solid Waste Management Plan in Miami-Dade County.
4. On September 6, 2023, Commissioner Castillo introduced an addendum commission item as a motion and possible action to approve directing the City Attorney to draft and adopt a resolution opposing the creation of an incinerator by Miami-Dade County.
5. The City Commission strongly encourages Miami-Dade County to explore and consider alternative methods of providing waste disposal services that are more ecologically friendly and that do not involve incineration.
6. Attached is Proposed Resolution 2023-R-38 that was approved by motion to draft and adopt said proposed resolution. The enactment number is 3839.
