MOTION TO APPROVE THE REMOVAL OF ONE (1) EXISTING SPEED HUMP ON SW 51ST STREET WITHIN THE TRAILS COMMUNITY IN CONJUNCTION WITH THE ACTIVE MILLING AND RESURFACING PROJECT.

Summary Explanation and Background

1. On January 20, 2026, a resident of SW 51st Street requested the removal of an existing speed hump during the City’s milling and resurfacing project. SW 51st Street is a cul-de-sac and is currently the only cul-de-sac within The Trails Community that contains a speed hump. Residents indicated that the speed hump is unnecessary for speed control at this location.

2. In accordance with City Resolution No. 3692, the City advised the resident that a majority consensus of more than 51% from affected neighbors was required. On February 4, 2026, the City Engineer received a formal request accompanied by a petition signed by five (5) of the eight (8) residents within the cul-de-sac, representing a 62.5% majority.

3. At the direction of the City Engineer, the contractor removed the speed hump in advance of Commission consideration. The removal was coordinated with scheduled roadway resurfacing activities. Removing the hump at the time of resurfacing avoids the need to later demolish the feature and leave a patch within a newly resurfaced roadway, which would negatively impact pavement integrity and aesthetics.

4. If the Commission determines that the speed hump should be reinstated, it can be reinstalled with relative ease and minimal cost. Installation of a new speed hump is operationally straightforward compared to removing an existing hump after resurfacing, which would require saw-cutting and patching the new asphalt surface
