PROPOSED RESOLUTION 2023-R-36 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, NAMING AND DEDICATING NW 184TH AVENUE WITHIN THE CITY OF PEMBROKE PINES OFFICER CHARLIE HERRING AVENUE IN ACCORDANCE WITH SECTION 100.02 OF THE CITY OF PEMBROKE PINES CODE OF ORDINANCES; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO BROWARD COUNTY AND THE FLORIDA DEPARTMENT OF TRANSPORTATION; DIRECTING THE APPROPRIATE CITY OFFICIALS TO TAKE ANY AND ALL ACTION NECESSARY TO EFFECTUATE the INTENT OF THIS RESOLUTION; pROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

SUMMARY EXPLANATION AND BACKGROUND:
1. At the August 16, 2023, Commission Meeting Police Chief Kipp M. Shimpeno inquired of the City Commission if a resolution might be brought back for their consideration regarding the possible renaming of NW 184 Avenue between Pines Boulevard and Sheridan Street after fallen Police Officer Charles “Charlie” Herring.
2. On February 9, 2023, Pembroke Pines Police Officer Charles “Charlie” Herring was on duty and operating a police motorcycle in the 1800 block of NW 184 Avenue when he was struck by debris. Despite the efforts of his co-workers, fire department personnel, and medical personnel, he did not survive the resulting traffic crash.
3. Officer Herring is the first Pembroke Pines Police Officer to pass away in the line of duty.
4. Officer Herring was a 21-year veteran of the Pembroke Pines Police Department, and previously a highly decorated soldier with the United States Army, and a father of four.
5. Officer Herring served the residents of the City of Pembroke Pines with honor and he was awarded the lifesaving award in 2009 and was the 2012 Officer of the Year for the Pembroke Pines Police Department.
