MOTION TO APPROVE AN INTERLOCAL AGREEMENT FOR THE CREATION OF THE METRO TRANSPORTATION ENGINEERING & CONSTRUCTION COOPERATIVE (MTECC).

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:
1. The purpose of the Metro Transportation Engineering & Construction Cooperative (MTECC) is for the City to use MTECC for Engineering Services and MTECC would be Local Agency Program (LAP) certified through the Florida Department of Transportation (FDOT).

2. The organization was created by Municipalities to support each other through the centralized delivery of transportation projects. The City would enter into 3 party project administration agreements with MTECC and FDOT to address project costs and responsibilities.

The City would pay MTECC for these Engineering Services directly and not the Broward Metropolitan Planning Organization (MPO).

These Engineering firms prequalified by MTECC would design and oversee construction of Federalized construction projects. The MPO is not a party to the individual project administration agreements.

3. Federalized projects require the City to be LAP certified. Federalized project delivery requires significant technical resources and specialized administrative knowledge to navigate federal and state reporting requirements.

4. Using the MTECC the City buys only services necessary without the need to maintain staff.

5. Key Elements of MTECC include:
- Self-governing Board
- Self-funding by members
- Primary funding through projects awards
- Municipality member annual dues to cover overhead
- MPO will provide administrative services - to be reimbursed
