MOTION TO RATIFY THE CITY MANAGER'S EXECUTION OF A MEMORANDUM OF AGREEMENT (MOA) WITH THE FLORIDA DIVISION OF EMERGENCY MANAGEMENT (FDEM) FOR THE PROVISION OF ALERT AND MASS NOTIFICATION SERVICES.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1.  On December 3, 2025, the City Manager executed an MOA with the FDEM for the provision of alert and mass notification services.

2. Section 252.35(2)(a)(6), Florida Statutes, requires FDEM to establish a system of communications and warning to ensure that the state's population and emergency management agencies are warned of developing emergency situations and can communicate emergency response decisions.

3. FDEM has executed contract DEM-D0003/RFQ-DEM-18-19-021 with Everbridge, Inc. for the provision of Statewide alert and mass notification services in support of its AlertFlorida Initiative.

4. FDEM is funding and providing the notification system at no local cost to eligible subdivisions for the term of July 1, 2019 renewed through June 30, 2029, in accordance with Contract Amendment No. 2, and subsequent Contract renewals (if any), contingent upon an annual appropriation by the Florida Legislature.

5. The system will provide the following categories of notifications:

- Population protective actions

- Emergency preparedness and response information

- Disaster recovery information

- Emergency preparedness exercises

- Law enforcement searches

- Automated weather warnings

- Notification and recall of City employees, contractors, and other response partners

6. Request Commission to ratify the City Manager's execution of a Memorandum of Agreement (MOA) with the Florida Division of Emergency Management (FDEM) for the provision of alert and mass notification services.
