Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  On November 2, 2010, the voters of the City of Pembroke Pines approved a referendum to amend the City Charter to create the position of Commission Auditor. Following the adoption of the Charter amendment, the City issued Request for Proposals #AD-11-03 on April 13, 2011, to procure a qualified firm to serve in this role. Moore Stephens Lovelace, P.A. submitted a response to the RFP, and on June 15, 2011, the City Commission selected Moore Stephens Lovelace, P.A. and appointed their employee, Daniel O'Keefe, to serve as the Commission Auditor pursuant to Section 4.13 of the City Charter.

 

2.  On August 3, 2011, the City Commission approved the original agreement with Moore Stephens Lovelace. On October 7, 2020, the City Commission approved the corporate name change to MSL, P.A. On December 18, 2024, the City Commission approved the assignment of the agreement in connection with the acquisition of MSL, P.A. by Forvis Mazars, LLP, thereby continuing the fulfillment of Commission Auditor responsibilities. Throughout this period, Mr. Daniel O’Keefe has remained the appointed Commission Auditor.

 

3.  Commission Auditor Daniel O'Keefe has provided notice of his intent to retire, effective December 31, 2025.  Direction is requested from the City Commission on how to proceed with the appointment of a new Commission Auditor.
