MOTION TO APPROVE A GRANT AGREEMENT BETWEEN THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION AND THE CITY OF PEMBROKE PINES SEEKING UP TO A $198,700 REIMBURSEMENT UNDER THE RESILIENT FLORIDA GRANT PROGRAM ESTABLISHED IN 2021 BY WAY OF SENATE BILL 1954.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. To effectively address the impacts of flooding and sea level rise in Florida, the Resilient Florida Program includes a selection of grants that are available to counties, municipalities, certain special districts, flood control districts and regional resilience entities.

2. One grant type would fund a planning document that would serve as a tool to identify populations and geographic regions that may be at risk so that communities can become more prepared and resilient to hazards, like extreme weather.

3. The City of Pembroke Pines will complete a comprehensive Vulnerability Assessment (VA) pursuant to Section 380.093, Florida Statutes (F.S.) due to the fact the City is particularly vulnerable to adverse impacts from flooding resulting from increases in frequency and duration of rainfall events, storm surge from more frequent and severe weather systems, and sea level rise.

4. The VA will include all critical assets owned or maintained by the City and use the most recent publicly available Digital Elevation Model and generally accepted analysis and modeling techniques.

5. Upon completion of the Vulnerability Assessment, the City will submit to the Department a report detailing the findings of the assessment and  all electronic mapping data used to illustrate flooding and sea level rise impacts identified in the assessment.

6. Recommend approval of the agreement to allow for possible State financial assistance to complete a Vulnerability Assessment for the City of Pembroke Pines.
