Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:
1. The City Commission recognizes that the protection of life, health, safety, and property is a fundamental municipal function and a paramount public purpose.

2. The City Commission recognizes the critical importance of providing safe, efficient, and modern facilities for police, fire rescue, and emergency response personnel.

3. The City Administration has evaluated the condition and long-term suitability of existing facilities and has recommended the development of a Police-Fire Public Safety Complex to enhance public safety services.

4. The proposed Police-Fire Public Safety Complex is intended to provide resilient infrastructure capable of serving the City for decades to come.

5. There is an express finding by the Mayor and City Commission that the design, construction, and funding of the proposed Police-Fire Public Safety Complex is required to advance, promote, and assure the long-term health, safety, and welfare of the citizens and residents of the City of Pembroke Pines, and is recommended by the City Manager, and the Police and Fire Departments, collectively.
