MOTION TO PASS PROPOSED ORDINANCE NO. 2026-13 ON FIRST READING.
PROPOSED ORDINANCE NO. 2026-13 IS AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, AMENDING ORDINANCE NO. 2052, AS AMENDED; PROVIDING FOR A FURTHER AMENDED BUDGET FOR FISCAL YEAR 2025-2026 FOR THE CITY; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
SECOND AND FINAL READING IS SCHEDULED FOR NOVEMBER 18, 2026.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. Section 166.241, F.S. requires municipalities to do a budget amendment at any time within a fiscal year or within 60 days after the end of the fiscal year if the total appropriations of the funds have changed, unless the municipality's charter directs otherwise.
2. The 2025-2026 Budget was adopted by Ordinance 2052 on September 17, 2025; and was subsequently amended via a Budget Revision Ordinance 2060 adopted on August 19, 2026.
3. We are submitting for review and approval, additional budget amendments needed since the adoption of Ordinance 2060 for FY2025-26.
4. The intent of the amendments is to formalize the $512,859 increase that was made since Ordinance 2060. The increase is mainly associated with grants to the General Fund and year end bulk and residential disposal expense charges in the Sanitation Fund.
5. The amended budget is shown in Exhibit "A" to the Proposed Ordinance 2026-13.
6. We recommend passing Proposed Ordinance 2026-13 on the first reading to amend the budget for the fiscal year ending September 30, 2026.
