SUMMARY EXPLANATION AND BACKGROUND:
1. This City of Pembroke Pines Police Department currently operates a license plate reader program comprising of mobile trailer reader units that can run a vehicle’s license plate to determine if the vehicle or tag is stolen, if the registered owner is wanted, is a sex offender, or has a suspended driver’s license.
2. The U.S. Drug Enforcement Administration (DEA) operates and manages the National License Plate Reader Network (NLPRN), which contains license plate reader information from license plate reader programs nationwide belonging to various federal, state, local, and tribal law enforcement jurisdictions.
3. The U.S. Drug Enforcement Administration (DEA) provides access to the NLPRN network for participant agencies, for investigations of drug trafficking offenses, money laundering, and other crimes participating partner agencies to search information contained within the network for the investigation of certain crimes.
4. Approving this MOU will allow the City of Pembroke Pines Police Department to share its license plate reader information obtained from its program with the U.S. Drug Enforcement Administration (DEA)’s NLPRN. The DEA will authorize certain employees of the Pembroke Pines Police Department to be permitted access to the information in the NLPRN.
5. The City of Pembroke Pines Police Department cannot take any operation action based solely on LPR information from the NLPRN. Information received from the NLPRN will remain available in the system for no longer than a 90-day period.
6. There is no cost to the City for access to the NLPRN.
