a)   Initial Cost: Mr. Mele is a specialist and will be engaged for several specific professional  legal services to the City associated with several current and pending City projects affected by inter-governmental relationships with the State, the County and certain Federal agencies. He will perform services just as other currently engaged special counsels from other law firms at an hourly rate, to be invoiced monthly and reviewed by the CAO under current City protocols.
