MOTION TO APPROVE AMENDMENT TWO TO THE FEDERALLY FUNDED COMMUNITY DEVELOPMENT BLOCK GRANT MITIGATION PROGRAM (CDBG-MIT) SUBRECIPIENT AGREEMENT. 

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. On May 9, 2022, the Florida Department of Commerce (FKA Department of Economic Opportunity) approved a Subrecipient Agreement No. I0149 for mitigation efforts to harden the Pembroke Pines Wastewater Treatment Plant against power outages caused by natural or manmade disasters. This Agreement received authorization from the FDOC for $2,000,000 with $590,300 leveraged funds (City) for a total cost of $2,590,300.

2. The City Contracted with Hillers Electric Engineers for the replacement of one existing generator and the installation of one new generator at the existing space in the west main electrical building and generator room, located at the City's wastewater treatment plant at 13975 Pembroke Road. This project is number PSUT-23-06 and is currently 100% designed.  The engineer is currently preparing bidding documents with the City's Procurement and Sustainability Department. 

3. The Utilities Department required additional time to complete key review and approval steps, coordinate the consultant selection process under CCNA, and account for the estimated two-year manufacturing and delivery timeline for the generators.

As a result, an extension of the Grant Agreement period is necessary to allow City staff and the project engineer to complete delivery of the project. Based on current projections, the anticipated project completion date is October 19, 2028, while the existing Grant Agreement is set to expire on May 9, 2026.

4. The Utilities Department requested an extension of the Grant Agreement, and a draft extension (Amendment Two) has been prepared and attached to this item.  The FDOC prepared and provided this Amendment Two with the explanation that a one (1) year extension would be provided at this time, and the City w...
