Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  The City's fiscal year 2016-17 adopted budget provided funding for the purchase of replacement vehicles throughout the City's fleet.

 

2.  Existing vehicles are marked for surplus when the vehicles are no longer repairable or the cost to repair greatly outweighs the value of the vehicle.  The Purchasing Manager takes all disposal recommendations and applies the vehicle replacement analysis point system and the life cycle cost analysis to each vehicle.  The Purchasing Manager discusses all recommendations with the Department Heads in order to make a final decision on the vehicles for disposal.  Attached is a list of "Vehicles to be Surplused" which includes the Vehicle replacement Analysis and the Lifecycle Cost Analysis.

 

3.  Below are the details of the vehicles that are being requested for purchase in the current budget year.

 

Fire Department

 

4.  The Fire Department fiscal year 2016-17 budget included funding for the purchase of three (3) vehicles.

 

5.  Below is a list of the vehicles being requested for the Fire Department:

 

     Two (2) - 2017 Chevrolet Impala (1GX69) at a price of $21,066 each for a total cost of $42,132

     One (1) - 2017 Ford Fusion (P0G) for a total cost of $17,376

 

Total Cost for the Fire Department is $59,508

 

6.  Due to the order date of the vehicles being requested, the vendor has stated that they would honor the 2017 prices while providing the 2018 model. 

 

7.  The Purchasing Manager has identified three (3) vehicles that have already been sent to surplus or are currently marked for surplus.

 

Police Department

 

8.  The Police Department fiscal year 2016-17 budget included funding for the purchase of fifty-three (53) vehicles.

 

9.  Below is a list of the vehicles being requested by the Police Department:

 

     Thirty-Four (34) - 2017 Chevrolet Tahoe 1500 (CC15706/9C1) at a price of $31,396 each for a total cost of $1,067,464

     Four (4) - 2017 Nissan Maxima (16117) at a price of $26,979.25 each for a total cost of $107,917.

     Three (3) - 2017 Chevrolet Tahoe 1500 4WD (CK15706/9C1) at a price of $34,053.05 each for a total cost of $102,159.15

     Two (2) - 2017 Chevrolet Tahoe 1500 Commercial (CC15706/1FL) at a price of $36,861.25 for a total cost of $73,722.50

     Two (2) - 2017 Chevrolet Traverse (CR14526) at a price of $26,767 each for a total cost of $53,534

     Two (2) - 2017 Chevrolet Silverado 1500 (CC15543) at a price of $24,642 each for a total cost of $49,284

     Two (2) - 2017 Harley Davidson Road King (FLHP) at a price of $22,175 each for a total cost of $44,350

     One (1) - 2017 Ford Interceptor Utility (K8A) for a total cost of $27,356

     One (1) - 2017 Chevrolet Silverado 1500 (CC15543) for a total cost of $26,103

     One (1) - 2017 Chevrolet Impala (1GX69) for a total cost of $23,194

     One (1) - 2017 Chevrolet Express Cargo Van (CG23405) for a total cost of $24,293

 

The Police Department requested additional key fobs for the thirty-four (34) 2017 Chevrolet Tahoe 1500 (CC15706/9C1).  The FSA agreement offers a 6 additional remotes, option code AMF, for $74 however the programming of the remotes is an additional customer expense.  The awarded vendor, Stingray Chevrolet, provided a quote of $179, which includes option code AMF, and two programmed remotes.  This cost is already included in the $31,396 price for the 2017 Chevrolet Tahoe 1500 (CC15706/9C1).

 

The Police Department requested the ONSTAR (UE1), to gain Bluetooth functionality, and the Kerr Industries Dome Light Package LED (KNVL55-LED) upgrade option be added to the three (3) 2017 Chevrolet Tahoe 1500 4WD (CK15706/9C1).  These options were not included in the FSA Bid, so the Procurement Division obtained a quote of $85 per vehicle for ONSTAR (UE1) and $169.05 per vehicle for the Kerr Industries Dome Light Package LED (KNVL55-LED) from, the awarded vendor, Alan Jay Chevrolet, Buick, GMC, Cadillac.  This cost is already included in the $34,053.05 price for the 2017 Chevrolet Tahoe 1500 4WD (CK15706/9C1).

 

The cutoff date to order the 2017 Chevrolet Traverse (CR14526) was February 23, 2017, therefore, the City Manager's approval was requested to be able to place the order before the cutoff date.  A purchase order has been issued in the amount of $53,534.

 

The Police Department requested the SYNC (53M) upgrade option be added to the one (1) 2017 Ford Interceptor Utility (K8A) vehicle.  This additional option was added for the safety of the officer, so they may be able to communicate hands free.  This option was not included in the FSA Bid, so the Procurement Division obtained a quote of $294 per vehicle from, the awarded vendor, Duval Ford.  This cost is already included in the $27,706 price for the 2017 Ford Interceptor Utility (K8A) vehicle.

 

10.  Due to the order date of the Chevrolet Impala being requested, the vendor has stated that they would honor the 2017 prices while providing the 2018 model. 

 

11.  The Purchasing Manager has identified thirty-nine (39) vehicles that have already been sent to surplus or are currently marked for surplus, including six (6) which have already been totaled in accidents, and two (2) motorcycles.  The above purchase of fifty-three (53) vehicles exceeds the number of vehicles that are being surplused as the Police Department is adding twelve (12) new vehicles to their fleet: ten (10) vehicles for Patrol Officers, one (1) vehicle for a Police Service Aide, and one (1) vehicle for a Crime Scene Technician.

 

Public Services Department

 

12.  The Public Services Department's budget for fiscal year 2016-17 included funding for the purchase of four (4) vehicles.

 

13.  Below is a list of the vehicles being requested by the Public Services Department:

 

     Three (3) - 2017 Ford F-150 (X1C) at a price of $23,668 for a total cost of $71,004

     One (1) - 2017 Ford F-550 (F5H) for a total cost of $57,755

 

14.  The Purchasing Manager has identified two (2) vehicles that have already been sent to surplus or is currently marked for surplus.  Besides the two vehicles being replaced, the two other vehicles will be used for new field supervisors.

 

Recreation & Cultural Arts Department

 

15.  The Recreation & Cultural Arts Department's budget for fiscal year 2016-17 included funding for the purchase of three (3) vehicles.

 

16.  Below is a list of the vehicles being requested by the Recreation & Cultural Arts Department to replace  three (3) vehicles that have already been sent to surplus or are currently marked for surplus.

 

     Three (3) - 2017 Ford Escape (U0F) at a price of $18,060 each for a total cost of $54,180

 

Technology Services Department

 

17.  The Technology Services Department's budget for fiscal year 2016-17 included funding for the purchase of one (1) vehicle.

 

18.  Below is a list of the vehicle being requested by the Technology Services Department to replace one (1) vehicle that has already been sent to surplus or is currently marked for surplus.

19.  The Utilities Division's budget for fiscal year 2016-17 included funding for the purchase of two (2) vehicles.

 

20.   Below is a list of the vehicles being requested by the Utilities Division to replace two (2) vehicles that have already been sent to surplus or are currently marked for surplus.

Recommendation

 

21.  Request Commission approve the purchase of the following list of vehicles from Autonation Chevrolet Pembroke Pines in the amount of $140,713, Duval Ford LLC in the amount of $44,732, Stingray Chevrolet in the amount of $1,067,464, Alan Jay Nissan Inc. in the amount of $107,917, Alan Jay Chevrolet, Buick, GMC, Cadillac in the amount of $175,881.65, Daytona Harley Davidson in the amount of $44,350, Rountree-Moore Chevrolet, Cadillac in the amount of $24,293, Hub City Ford in the amount of $125,184, Palmetto Ford in the amount of $167,857, and Autonation Chrysler Dodge Jeep Ram - Pembroke Pines in the amount of $23,581 for a total amount of  $1,921,972.65 for sixty-four (64) vehicles, utilizing the Florida Sheriffs Association's (FSA) BID # FSA16-VEL24.0 and # FSA16-VEH14.0, and request Commission to ratify the City Manager's approval of the purchase of two (2) Chevrolet Traverse for a total cost of $53,534 from Stingray Chevrolet, utilizing the Florida Sheriffs Association's (FSA) BID # FSA16-VEL24.0.
