Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  On November 2, 2016, the City Commission authorized the advertisement of RFP # PSPW-16-18 "Fuel Storage Tanks", which was later advertised on November 9, 2016.

 

2.  The purpose of this solicitation was to seek proposals from qualified firms to retire four (4) existing underground Fuel Storage Tanks and furnish and install two (2) new above ground Convault Fuel Storage Tanks at the Utilities Department Fueling Station along with the installation of one (1) new above ground Convault Fuel Storage Tank at the West Pines Police Station.  The solicitation included the two options to retire the four existing underground Fuel Storage Tanks at the Utilities Department Fueling Station:

 

     - Option 1: Retire In-Place

     - Option 2: Retire by Removal & Disposal.

 

3.  On December 13, 2016, the City opened (3) three bids from the following vendors:

4.  The lowest priced bidder, Swell Cleaning Services, LLC., withdrew their proposal.

 

5.  Administration requested for the City Commission to reject and re-advertise the bids in an attempt to get better pricing.

 

6.  On January 11, 2017, the City Commission approved to reject all proposals for IFB # PSPW-16-18 "Fuel Storage Tanks", and authorized the re-advertisement of the solicitation as IFB # PSPW-17-01 "Fuel Storage Tanks."

 

7.  On February 21, 2017, the City opened one (1) bid from RC Development Group and one (1) "No Bid" from Gulfstream Petroleum Services, Inc.

 

8.  RC Development Group submitted pricing for the Convault fuel tanks, as per the bid specification, and also submitted an alternative proposal for Fireguard Fuel tanks.  The Public Services Department has reviewed the Fireguard alternate submittal and determined that the Convault fuel tank would better suit the City's needs.

9.  The Public Services Department has reviewed the submittal and has deemed RC Development Group to be responsive and responsible.

 

10.  In addition, RC Development Group, has completed the Equal Benefits Certification Form and has stated that the "Contractor currently complies with the requirements of this section."

 

11.  Recommend Commission to award  IFB # PSPW-17-01 "Fuel Storage Tanks." to the sole bidder, RC Development Group, in the amount of $791,612.99, which includes a 15% owner's contingency of  $99,783.15 and a 4% permit allowance in the amount of $26,608.84.

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost:  $791,612.99, which includes a 15% owner's contingency of $99,783.15 and a 4% permit allowance in the amount of $26,608.84.

b)   Amount budgeted for this item in Account No: Funds are not currently budgeted for this project.  However, a contribution from another Governmental Entity will be made to cover the cost of one of the Fuel Storage Tanks located at the Waste Water Treatment Plant location.

c)   Source of funding for difference, if not fully budgeted: Upon Commission Approval, a budget adjustment will be made to transfer funds from the following accounts:
