Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1.  On June 30, 2015, the Authority Having Jurisdiction (AHJ), in Broward County, for the Two-Way Radio Communications, requires that all new and existing structures must meet minimum public safety signal levels inside structures.

2.  As per Section 118.1.3 of the Broward County Board of Rules and Appeals, the AHJ shall determine if a new building or existing building shall require that a two-way radio communication enhanced public safety signal booster system be installed.

3.  In May 2016, the Police Department requested Motorola Solutions to prepare a scope of work for the design of an in-building public safety radio signal application system, by performing engineering services tests.

4.  Signal level tests were performed using a portable Anritsu MS2721A spectrum analyzer. The site survey revealed that signal levels on all floors were below the acceptable level for public safety radio communications per Section 118 of the Broward County Board of Rules and Appeals.

5.  On September 12, 2013, the Broward County Sheriff's Office awarded a contract with Motorola Solutions for Equipment and Installation.

6.  As per Section 35.18(5) of the City's Procurement Procedures states; "Utilization of other governmental agencies' contracts.  Commodities or services that are the subject of contracts with the state its political subdivisions or other governmental entities including the United States government."
