Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. The Fire Prevention Bureau continues to encounter residential complaints of residents burning debris, creating health and fire hazard concerns as well as nuisances.

2. City Code 93.01 as written creates conflict and confusion where residents are misled to thinking that they can obtain a permit for burning debris and rubbish. 

3. City Code 93.01 as written does not provide for clear enforcement to prohibit any type of open burning.

4. The City of Pembroke Pines does not issue permits for burning debris and rubbish.

5. The Proposed Ordinance removes this language and provides clear enforceable language to prohibit any type of open burning other than for recreational purposes in one and two family dwellings.

6. Recommend adoption of Proposed Ordinance 2018-14 on Second and Final Reading.
