SUMMARY EXPLANATION AND BACKGROUND:
1. The Utilities Division is requesting to purchase the DB500 Mobile XL Dustless Blasting System for use at the lift stations, waste water treatment plant, and water treatment facility.
2. The DB500 Mobile XL Dustless Blasting System will give the City the ability to more prudently perform corrosion control in the plants and around the City. It will also give the City the ability to more efficiently remove lime deposits during annual cleaning at the Water Treatment Plant.
3. The DB500 Mobile XL Dustless Blasting System is a self-contained trailer mounted unit that will save the City time and money, and increases the safety factor due to the lack of blasting dust.
4. On November 27, 2017, the Procurement Division issued a "Notice of Intent to Award a Sole Source" through the BidSync website as PSUT-NTSS-17-04 " Dustless Blasting" in order to give vendors the opportunity to come forward if they did not agree that this proposed purchase is a sole source.
5. On December 12, 2017, PSUT-NTSS-17-04 “Dustless Blasting" was opened and no responses were received.
6. A sole-source letter has been provided by MMLJ, Inc. as the sole manufacturer of the Dustless Blasting™ line of blasters.
7. As per Section 35.18 (C)(3) of the City's Procurement Code: City standard, single-source and sole-source commodities or services are exempt from the Competitive Bidding process.
8. Request City Commission to approve the sole source purchase a DB500 Mobile XL Dustless Blasting System for the Utilities Division from MMLJ, Inc., for a total cost of $49,780.
