SUMMARY EXPLANATION AND BACKGROUND:

1. The City of Pembroke Pines Charter Elementary, Middle, and High Schools (Loc. # 5051, 5081, & 5121) seek the opportunity so that they may utilize some or all of the following premium services provided by the School Board of Broward County (SBBC)  (See Exhibits 1, 2, 3).

 2. In accordance with Florida Statute Section 1002.33(20)(b), the SBBC requires that all Charter Schools utilizing any goods and/or services that is greater than the district's actual cost, negotiate a contract separate from the Charter Agreement.

3.  In the past, the Charter Schools have utilized these premium service agreements for student scoliosis screening services, social worker services, consultation services, diagnostic assessments, athletic services, and access to the Canvas Learning Management System (CANVAS). The Charter Schools intend to continue to utilize these services in the 2018-19 school year.  Total cost fluctuates each school year as it is dependent on the amount of student services and materials that are needed each school year.  Billable services are withheld from the charter school’s monthly state revenue distributions as the services are determined.  The table below descripts historical costs for services from fiscal year 2013-14 thru fiscal year 2017-18.

4. In FY2018-19, the City of Pembroke Pines SBBC sponsored schools would like to continue to procure access to the Canvas Learning Management System (CANVAS), permissible under the Innovative Learning premium service category within the premium service agreements. To activate access to CANVAS, the charter schools are required to enter into a contract with Canvas separate from the premium services agreements with the SBBC. CANVAS is a learning management system used throughout the state and recently adopted by Broward County Schools.  CANVAS is a tool that will take our schools to the next step in digital learning.  It provides a system that focuses on the student first by allowing students to have 24/7 access to digital content as it relates to their class.  Students will be able to access their classwork from anywhere because CANVAS holds the content online and allows students to respond and interact in ways beyond the key board- such as video and audio recordings.  In addition, CANVAS enables teachers to collaboratively design and transfer their curriculum to a professional e-learning environment. 

 

5. For FY2018-19, the SBBC sponsored charter schools would like to enter into the Premium Services contract as well as a contract with CANVAS.  There is a $3 per student user fee to be paid directly to CANVAS.  In addition, access to CANVAS must be purchased from the SBBC for $300 per location.

 

6. Below is a summary of the estimated 2018-19 fees that will be paid to SBBC and to CANVAS:

7. The City of Pembroke Pines/FSU Charter Elementary School (Loc. # 0351) is not eligible to utilize SBBC's premium services because they are not sponsored by the SBBC.  The City of Pembroke Pines/FSU Charter Elementary School contracts out these services and/or develops and implements their own benchmark assessments. However, for FY2018-19, the City of Pembroke Pines/FSU Charter Elementary School will partake in the CANVAS Solution and their share of this expense will be included in the separate contract with CANVAS.

 

8. Recommend City Commission approve the attached Premium Service Agreements between the School Board of Broward County and the City of Pembroke Pines Charter Elementary, Middle, and High Schools (Loc.# 5051, 5081, & 5121) through June 30, 2019.

 

Financial Impact

 

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost: Premium services will be utilized on an as needed basis. The Charter Schools project to utilize $27,125 in premium services which is comprised of $6,600 for voluntary benchmark assessments, $1,228 for student scoliosis screenings, $250 for Middle School Athletic Association annual membership fees, and $900 for SBBC CANVAS access fees. In addition, to acquire access to the Canvas Learning Management System, there is a $3 per student user fee. Based on a systemwide projected enrollment of 6,049 students for FY2018-19, the per student user fee costs for SBBC sponsored charter schools will be $16,050 (5,350 student users x $3) and the per student user fee costs for the Pembroke Pines/FSU Charter Elementary School will be $2,097 (699 student users x $3).
