SUMMARY EXPLANATION AND BACKGROUND:
1. On July 3, 2018, the City Manager approved a request from the City Engineer to issue an emergency purchase order to TAW Miami Service Center Inc. in the amount of $59,584.76, for the purchase of six 100 hp TEFC motors needed for upgrades to the Water Treatment Plant Well Pumps 9, 10, and 11.
2. The request from the City Engineer was a result of the City being notified by South Florida Water Management District (SFWMD) that we were not in compliance with our permit due to under-pumping in the City's east wellfield.
3. The City's current spare 100 hp motors were going to be utilized for the necessary pump upgrades, but were deemed not suitable. These motors have been rebuilt several times in the past, and it would not be prudent to depend on these motors in a 100% duty situation.
4. In addition, the City Engineer received three additional quotes for price comparison. The prices were:
- $65,250 plus freight ($10,875 x 6) from Aquifer Maintenance & Performance Systems, Inc.
- $65,940 plus freight from Condo Electric Industrial Supply, Inc.
- $69,000 plus freight from Condo Electric Industrial Supply, Inc
5. Per Section 35.18(C)(1) of the City’s Procurement Code; “In urgent cases of compelling emergency that require the immediate purchase of commodities or services, the City Manager is empowered to waive competitive bidding or competitive proposals and authorize the Chief Procurement Officer to secure by open market procedure any commodities or services, notwithstanding the estimated cost of the commodities or services.”
