MOTION TO APPROVE THE FINDINGS AND RECOMMENDATION OF THE EVALUATION COMMITTEE AND TO AWARD PL-18-04 "GENERAL CONTRACTORS FOR HOME REPAIR PROJECTS (EXPANSION)" TO THE FOLLOWING VENDORS: EPS BUILDING CONSTRUCTION CORP, PROFICIENT CONSTRUCTION COMPANY, INC., AND RICMON GROUP LLC.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  On June 20, 2018, the City Commission authorized the advertisement of  PL-18-04 "General Contractors for Home Repair Projects (Expansion)", which was advertised on July 3, 2018.

 

2.  The City receives funds from the U.S. Department of Housing and Urban Development (HUD) through multiple programs including the Community Development Block Grant (CDBG) Program, HOME Investment Partnership Program (HOME), and Neighborhood Stabilization Program (NSP).  The City also receives State Housing Initiatives Partnership (SHIP) funds from the Florida Housing Finance Corporation.  These funds are used for various projects including minor home repair and cost estimating services.

 

3.  The intent of this bid was to acquire proposals from qualified firms that would create a pool of vendors for the City to choose from to perform a number of services, such as correcting municipal code violations, abating any health and safety problems in the resident's home, providing safe electrical and mechanical systems, stopping weather penetration to make the resident's home more energy efficient, and improving the general condition of the resident's structure.

 

4.  On June 7, 2017, the City Commission approved a pool of eleven (11) vendors for these services.  PL-18-04 "General Contractors for Home Repair Projects (Expansion)" was issued to seek additional statements of qualifications in an effort to expand the current pool of vendors whose contracts expire on June 7, 2019.

 

5.  On July 31, 2018, the City opened four (4) proposals from the following vendors:

6.  On August 21, 2018, the City convened an evaluation committee to evaluate the qualifications of the proposers based on the weighted criteria provided for in the bid documents and listed below:

   

     - Experience and Ability (35%)

     - Previous Experience (35%)

     - Firm’s Understanding and Approach to the Work (30%)

 

7.  At the August 21, 2018, the evaluation committee deemed Cunano Builders Corporation as non-responsive as they did not submit all of the required bid documents. 

 

8.  At the evaluation committee meeting, a motion passed unanimously to deem EPS Building Construction Corp. and RicMon Group LLC. as qualified.  The committee's motion also included to qualify Proficient Construction Company, Inc. subject to a satisfactory completion of Attachment D "Sworn Statement on Public Entity Crimes".  The qualified vendors are to be added to the pool of General Contractors in no specific order.

 

9.  Per § 35.19 (E)(7) of the City's Procurement Procedures, "The City reserves the right to waive any irregularities in the bids, as determined by the Chief Procurement Officer and approved by the City Manager."

 

10.  Proficient Construction Company, Inc. did not make a selection on Attachment D "Sworn Statement on Public Entity Crimes".  Per section 35.19(E)(7), the Purchasing Manager allowed Proficient Construction Company, Inc. to resubmit a completed Attachment D, in which they selected that "neither the entity submitting this sworn statement, nor any officers, directors, executives, partners, shareholders, employees, members, or agents who are active in management of the entity, nor any affiliate of the entity have been charged with and convicted of a public entity crime subsequent to July 1, 1989."

 

11.  Request Commission to approve the findings and recommendation of the evaluation committee and to award PL-18-04 "General Contractors for Home Repair Projects (Expansion)" to the following vendors: Eps Building Construction Corp, Proficient Construction Company, Inc. and RicMon Group LLC.

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost: The cost for each project is unknown at this time.  The cost will be determined on a "Per Project" basis.

b)   Amount budgeted for this item in Account No: Funds for these expenses will be paid through grants received through various programs.  The City receives funds from the U.S. Department of Housing and Urban Development (HUD) through multiple programs including the Community Development Block Grant (CDBG) Program, Home Investment Partnerships Program (HOME), and Neighborhood Stabilization Program (NSP).  In addition, the City receives State Housing Initiatives Partnership (SHIP) funds from the Florida Housing Finance Corporation.
