MOTION TO AUTHORIZE CITY OFFICIAL TO SIGN THE TRANSPORTATION SYSTEM SURTAX INTERLOCAL AGREEMENT WITH BROWARD COUNTY.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. Members of the MPO, Broward’s Mayor Furr added a special meeting to the conclusion of the County’s Budget Workshop August 21st, to proffer an Interlocal Agreement (ILA), attached.  The ILA outlines how the County intends to use local option surtax proceeds and establishes a minimum annual guarantee to support projects submitted by municipalities.

 

2. The Board of County Commissioners unanimously voted to forward the ILA to municipalities for action by September 30, 2018.  Your Board’s action will affirm its desire to construct the projects presently included in the plan for each municipality.  If a municipality did not submit new projects for the 2018 effort, then previously-submitted 2016 city projects, eligible under the Transportation Surtax statute (212.055, F.S.), have been included.

 

3. The total planned allocation to cities is $3.3B over 30 years, $540M of which will be in the form of direct distribution to cities with eligible Community Shuttle programs (see 30-Year Detailed Financial Plan attached). 

 

4. The MPO has placed the Interlocal Agreement on its agenda for September 13th.

 

5. Due to the urgent need for transportation system improvements, the County Commission voted on June 5, 2018, to place on the November 6, 2018, ballot, for consideration by the countywide electorate, a proposed transportation surtax levy of one percent (1%) (the "Ballot Proposal").  On June 5, 2018, the County Commission also enacted Ordinance No. 2018-29, the Broward County Code of Ordinances.

 

Item has been reviewed by the Commission Auditor and approved for the Agenda.
