MOTION TO APPROVE THE PURCHASE OF DIGITALPERSONA, A SOLUTION TO SEAMLESSLY PROVIDE A FLEXIBLE RANGE OF AUTHENTICATION FACTORS FOR GRANTING ACCESS TO THE PEMBROKE PINES POLICE DEPARTMENT LAPTOP APPLICATIONS, FROM  CROSSMATCH, IN THE AMOUNT OF $51,965, IN THE BEST INTEREST OF THE CITY PURSUANT TO SECTION 35.18(C)(8) OF THE PROCUREMENT CODE.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  The Police Department is requesting to purchase DigitalPersona as a solution to their authentication needs.

 

2.  The Florida Department of Law Enforcement and the FBI as part of the Criminal Justice Information Systems Policy, requires increased security on mobile devices utilized by the Department.

 

3.  The DigitalPersona product distributed by Crossmatch provides this solution through a combination of biometrics and pin numbers, satisfying the multifactor authentication requirements.

 

4.  DigitalPersona utilizes Microsoft Active Directory for the management of users, allowing for the isolation of Police Department users from those not requiring the increased security.

 

5.  As the various applications used by our Officers increase their security through the use of passwords, DigitalPersona provides a password manager which speeds the Officers ability to access data in what may be a time sensitive activity.

 

6.  DigitalPersona is compatible with the Police Department's current Panasonic Toughbook laptops that have onboard fingerprint readers and provide the necessary hardware for those lacking the readers.

 

7.  On August 1, 2018, the City Commission authorized the advertisement of PD-18-05 "DigitalPersona Composite Authentication", which was advertised on August 2, 2018.

 

8.  On August 14, 2018, the City opened the bid, and no proposals were received. 

 

9.  The Police Department has identified and selected Crossmatch as the provider that can meet all of the department's needs.

 

10.  Section 35.18(C)(8) Best interest of the City states "Purchases of and contracts for commodities or services are exempt from this section when the City Commission declares by a simple majority affirmative vote that the process of competitive bidding and competitive proposals is not in the best interest of the city.  The City Commission shall make specific factual findings that support its determination, and such contracts shall not be placed on the City Commission consent agenda."

 

11.  Below are the factual findings:

- The Technology Services Department and Police Department have reviewed the proposed system and found that it is compatible with our network infrastructure.

- The technology is compatible with our current hardware as Panasonic has recently added the product as an option for Panasonic Toughbook laptops.

- Crossmatch is currently the supplier of our Livescan software.

- Crossmatch submitted a quote for this product along with a sole source letter.

- No bids were received during the bid process.

 

12.  Request Commission to approve the purchase of DigitalPersona, a solution to seamlessly provide a flexible range of authentication factors for granting access to the Pembroke Pines Police Department laptop applications, from  Crossmatch, in the amount of $51,965, in the best interest of the City pursuant to Section 35.18(C)(8) of the Procurement Code.

 

Financial Impact

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost:  $51,965

b)   Amount budgeted for this item in Account No: Funds are currently not budgeted for this purchase.

c)   Source of funding for difference, if not fully budgeted: Upon Commission approval, a budget adjustment will be made to transfer $51,965.00 from account # 1-521-3001-64055 (Laptop Computers) to account # 1-521-3001--64051 (Computer Programs).

d)   5 year projection of the operational cost of the project: The initial $51,965 includes $6,930 for the first year of maintenance and support.  The maintenance fee will be $6,930 for every future year the Police Department renews the DigitalPersona service.
