PROPOSED ORDINANCE NO 2018-19 IS AN ORDINANCE OF THE CITY OF PEMBROKE PINES, FLORIDA, AMENDING CHAPTER 155, THE COMPREHENSIVE ZONING CODE OF THE CITY OF PEMBROKE PINES, BY SPECIFICALLY AMENDING SECTION 155.027, ENTITLED “ZONING MAP”, TO RE-ZONE THE STELLAR PINES TOWNHOMES PARCEL LOCATED GENERALLY SOUTH OF PINES BOULEVARD BETWEEN SW 184TH AVENUE AND SW 186TH AVENUE, AS MORE PARTICULARLY DESCRIBED IN EXHIBIT “A”, RE-ZONING FROM THE CURRENT ZONING “B-3” (GENERAL BUSINESS) / A-1 (LIMITED AGRICULTURAL DISTRICT) TO “TH-12” (TOWNHOUSE DISTRICT) / A-1 (LIMITED AGRICULTURAL DISTRICT); PROVIDING FOR CODIFICATION, SEVERABILITY,CONFLICTS AND AN EFFECTIVE DATE.

SUMMARY EXPLANATION AND BACKGROUND
1. Greenspoon Marder, agent for Stellar Pines, has submitted a zoning change application for the parcel, generally located south of Pines Boulevard, between Southwest 184 Avenue and Southwest 186 Avenue. The applicant requests to a +- 5 acre portion of the property (Parcel A) from B-3 (General Business) to TH-12 (Townhouse District).
2. The existing zoning and land use plan designations of the surrounding properties are as follows:
North - Zoning: PUD (Planned Unit Development)
East - Zoning: B-3 (General Business)
South - Zoning: R-1C (Residential)
West - Zoning: B-3 (General Business)
North - Land Use: Commercial
East - Land Use: Commercial
South - Land Use: Low 2 Residential
West - Land Use: Agricultural
3. The applicant proposes to only rezone Parcel A of the property for development of townhouse units, leaving the southernmost Parcel B (+-1.7 acres) as mitigation area. Parcel B will also act as a bufferyard between the existing neighborhood (Estancia) and the proposed townhouse development to known as Siena.
