MOTION TO APPROVE THE SUBMISSION OF THE FLORIDA SAFE SCHOOLS ASSESSMENT FOR THE PEMBROKE PINES/FSU CHARTER ELEMENTARY SCHOOL.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. The Florida Legislature recently signed into law the Marjory Stoneman Douglas High School Public Safety Act (SB 7026).  This legislation outlines significant reforms to make Florida schools safer, while keeping firearms out of the hands of mentally ill and dangerous individuals. 

 

2.  SB7026 mandates that school districts must complete a school security risk assessment in accordance with Section 1006.1493, Florida Statutes, and assessments must be conducted in consultation with local law enforcement.  The Florida Department of Education (FLDOE) has established the Florida Safe Schools Assessment Tool (FSSAT) online application to meet this requirement. The FSSAT requires that schools identify strategies and resources being used to help to ensure a safe and healthy school. Further, the report requires that the Fiscal Impact be reported, based on the strategies and resources identified.

 

3. The Pembroke Pines/FSU Charter Elementary School is categorized as it's own school district and must adhere to the aforementioned requirement.  The School Board of Broward County (SBBC) sponsored City of Pembroke Pines Charter School Locations are part of the School Board of Broward County District, and those locations have not been required to obtain governing board approval to submit the FSSAT at this time.

 

4. On August 21st, 2018 the FSU Elementary school administration gave an updated status report to the FSU Elementary Advisory Board in regard to the FSSAT submission, certifying that "The Pembroke Pines FSU Charter School leadership team is continually evaluating the effectiveness of the safety and security program through data and information collected from parents, students, faculty, law enforcement and fire department reports, surveys, and discipline reports. This includes having outside sources including the Pembroke Pines Police and Fire departments review the program yearly, as well as our School Resource Officer (SRO) and Safety Team review our drills and safety procedures monthly in order to ensure that we have the staffing levels necessary to respond appropriately and quickly to an emergency situation.  All recommended measures and infrastructure concerns have been reviewed and addressed or are in the process of being upgraded." 5. Certification statements of school board actions are due to the FLDOE by October 31st, 2018, via the FSSAT online application.

 

6. Recommend the City Commission to approve the submission of the Florida Safe Schools Assessment for the Pembroke Pines/FSU Charter Elementary School.
