Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

Prior to the Commission Meeting on Monday, September 17, 2018, Proposed Ordinance 2018-24 for first reading was pulled from the agenda by Administration.

 

1.                      On August 1, 2018, Mayor Ortis introduced a Commission item for discussion and possible action, directing the City Attorney to draft an ordinance requiring daycare and after-school childcare facilities to have 'bleeding control kits' available and accessible onsite.

2.                      The City Commission finds that requiring child care facilities to provide and maintain a BCK may improve the safety of children, parents, employees, property owners, licensees, invitees, and other persons visiting such facilities.  The Commission also finds that it is in the best interest of the health, safety, and welfare of the residents of the City of Pembroke Pines to require child care facilities in the City to provide and maintain a BCK which may decrease preventable deaths through bleeding control.

3.                      Activity that occurs at child care facilities may jeopardize the lives, health, safety, welfare, of children, parents, employees, licensees, invitees and other persons who visit such facilities. Uncontrolled bleeding accounts for the greatest number of preventable deaths.

4.                     Requiring the presence of Bleeding Control Kits (“BCK”) at child care facilities in the City will assist in managing preventable deaths caused by uncontrolled bleeding regarding traumatic injuries occurring in the City of Pembroke Pines.

5.                     It is the intention of the City Commission of the City of Pembroke Pines that the provisions of this Ordinance, if adopted, shall become and be made a part of the Code of Ordinances of the City of Pembroke Pines, Florida, and that the Sections of this ordinance may be renumbered, re-lettered and the word "Ordinance" may be changed to "Section", "Article" or such other word or phrase in order to accomplish such intention.

a)   Initial Cost:  None.  All of our City owned facilities (including Early Learning Centers and Charter Schools) received bleeding control kits, which were created by the Fire Department or acquired through grants.
