Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. The City of Pembroke Pines Recreation and Cultural Art Department is recommending the establishment of a Public Art Program. The City has always invested in the arts and this program will only further enhance the great cultural offerings we provide to our residents, business, and visitors.
2. Attached as Exhibit 1 to this agenda is a report titled "Future of Public Art" whereby a brief history of public art is given along with explanations of the various types of public art programs in existence and a recommendation from staff.
3. The recommendations are summarized below.
A. The proposed Public Art Program budget is estimated to be $440,000 - $845,000 all depending on the funding available. The recommendation from staff is to develop an ordinance that includes funding the Public Art Program with two funding sources. The fixed costs would be funded through the City budget. Fixed costs are those costs that remain constant in any given fiscal year regardless of the rate of development in the City. These costs are typically personnel and minor operating costs and the development of a Master Plan every 5 years. Funding of the variable costs would come from a Percent for Art program whereby all development, redevelopment, renovation and repair of public, residential and private development projects in Pembroke Pines would pay a 0.25% fee on the value of the project. Variable costs are those expenses that are directly related to the commissioning of a project. The costs may include but are not limited to artist fees, project management, marketing, and maintenance assessment and annual maintenance.
