SUMMARY EXPLANATION AND BACKGROUND:
1. The Pembroke Pines Police Department is requesting to purchase fifteen (15) SQ4 Trailer Mounted Traffic Signal Systems.
2. On March 20, 2018, the City of North Miami Beach advertised Invitation to Bid 2018-10 to purchase Portable Traffic Signals.
3. On April 3, 2018, the City of North Miami Beach opened one (1) bid from the sole bidder Horizon Signal Technologies. The bid submitted was for a total cost of $25,000 per SQ4 Trailer Mounted Traffic Signal System.
4. Horizon Signal Technologies, Inc., the manufacturer, has also supplied the City with a sole source letter for the Model SQ4 portable traffic signal system.
5. Per Section 35.18(C)(5) of our Procurement Code; "Commodities or services that are the subject of contracts with the state its political subdivisions or other governmental entities including the United States government, are exempt from this section, provided, however, that this division shall apply only if the contract expressly permits or if the awarding jurisdiction and/or the vendor agree to allow the city to purchase therefrom."
6. The Pembroke Pines Police Department has reviewed the City of North Miami Beach's Invitation to Bid 2018-10 package and the proposal from Horizon Signal Technologies and recommends awarding the purchase.
7. Request Commission to approve the purchase of fifteen (15) SQ4 System Trailer Mounted Traffic Signal Systems from Horizon Signal Technologies, at a cost of $25,000 each for a total cost not to exceed of $375,000, utilizing the City of North Miami Beach’s Invitation to Bid 2018-10 award results for fiscal y...
