MOTION TO RATIFY THE CITY MANAGER'S APPROVAL TO ADVERTISE PSUT-18-06 “UTILITY ELECTRICAL PROJECTS 2018” AND MOTION TO AWARD PSUT- 18-06 “UTILITY ELECTRICAL PROJECTS 2018” TO THE MOST RESPONSIVE/RESPONIBLE BIDDER, AGC ELECTRIC, INC. IN THE AMOUNT OF $1,120,202.90, WHICH INCLUDES A 10% OWNER'S CONTINGENCY IN THE AMOUNT OF $99,133 AND A 3% PERMIT ALLOWANCE IN THE AMOUNT OF $29,739.90.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  After the Hurricane Irma electrical surge event at the western wellfield on September 10, 2017, repairs were made to the damaged equipment.  The City also made improvements to the electrical grounding system and mobilized temporary stand-by power to the site.  Following this, an electrical engineer was retained to design a lightning protection system.  During the engineer's inspection, it was discovered that much of the electric power equipment had reached its useful life, may have been (or become) a safety hazard, or did not meet current codes.  It was decided to fully study and seek recommendations.  This study was performed and the recommended improvements were then engineered and added to the scope of the bid for the permanent stand-by power system.  This combined project was bid and is being recommended for award.  Due to the timeframe involved in the discovery and study of the aging electrical power equipment, the project funding was not included in the 2018-19 FY budget and it was determined that we should shift funding from other categories in order to complete this project in time for the 2019 hurricane season.  In summary, it was determined to be in the best interest of the City to first study the situation thoroughly and move forward with this project, to combine this with the new generators intended to be complete and ready for the 2019 hurricane season.

 

2.  On August 6, 2018 the City advertised PSUT 18-06 “Utility Electrical Project 2018” with the City Manager's approval, prior to obtaining the City Commission's approval, in order to expedite the bid process.  The Utilities Division requested for this solicitation to be accelerated in consideration of the 2019 hurricane season.

 

3.  The purpose of this solicitation was to provide the City with proposals from qualified firms, to construct various utility electrical projects.

 

4.  On October 16, 2018, the City opened (2) proposals from the following vendors

5.  The Utilities Division has reviewed the submittals and has deemed AGC Electric, Inc. to be the most responsive/responsible bidder.

 

6.  In addition, AGC Electric has also completed the Equal Benefits Certification Form and has stated that the "Contractor currently complies with the requirements of this section."

 

7.  The Utilities Division has decided not to move forward with the $107,631 for the New Manual Transfer Switch for the East Stand-By Generator System at the Waste Water Treatment Plant project, which results total cost of $991,330 for the two remaining projects.  

 

8.  The Utilities Division would like to add a 10% owner's contingency to the project to cover any additional services needed along with a 3% permit allowance which will increase the total cost for the two projects from $991,330 to $1,120,202.90.

 

9.  Request Commission to ratify the City Manager's approval to advertise PSUT 18-06 “Utility Electrical Project 2018” and motion to award PSUT 18-06 “Utility Electrical Project 2018” to the most responsive/responsible bidder, AGC Electric in the amount of $1,120,202.90, which includes a 10% owner's contingency in the amount of $99,133 and a 3% permit allowance in the amount of $29,739.90.
