IN THE ANNUAL AMOUNT NOT TO EXCEED $144,927.50 FOR THE MAINTENANCE/MANAGEMENT AND REPORTING FOR AN INITIAL TWO YEAR PERIOD.

SUMMARY EXPLANATION AND BACKGROUND:
1. On September 17, 2018, the City Commission authorized the advertisement of PSPW-18-10 "Citywide Wetlands Mitigation Maintenance & Management Service", which was advertised on September 25, 2018.
2. The purpose of this solicitation was to seek wetland contractors to provide maintenance, treatment and/or removal of invasive exotic/nuisance species. They will also do field mitigation, monitoring and reports for the City’s wetlands throughout its extent limits.

3. On October 23, 2018, the City opened two (2) proposals and one (1) no bid from the following vendors:

4. The Public Services Department has reviewed the proposals and has deemed both EarthBalance Corporation and Superior Landscaping & Lawn Service, Inc. as responsive/responsible bidders. The award will be split with EarthBalance Corporation being selected for the Initial Eradication and Required Planting to meet compliance, and Superior Landscaping & Lawn Service, Inc. for the Maintenance/Management and reporting.

5. The Pines Lake Water Management Association (PLWMA) Conservation Area (Site 6) is managed and paid by the PLWMA, therefore, separate agreements between the PLWMA and the vendors will be executed. The PLWMA will charge all of the adjacent property owners, including the City, a portion of the cost based on a percentage of acreage owned by each entity.
6. In addition, both EarthBalance Corporation and Superior Landscaping & Lawn Service, Inc. have completed the Equal Benefits Certification Form and have stated that the "Contractor currently complies with the requirements of this section."
7. Request Commission to award PSPW-18-10 "Citywide Wetlands Mitigation Maintenance & Management Service" to Earth Balance Corporation in the amount not to exceed of $77,155 for the initial eradicaiton and required plantings, and to Superior Landscaping & Lawn Service, Inc. in the annual amount not to exceed of $144,927.50 for the maintenance/management and reporting for an initial two year period.
Financial Impact
FINANCIAL IMPACT DETAIL:
a) Initial Cost: $222,083 for a contract year (Does not include $53,041 for the PLWMA Conservation Area - Site 6). Fiscal year 2018-19 total cost will be $152,591.25 (This has been prorated as the contract will not come into effect until February 2019).
b) Amount budgeted for this item in Account No: $60,000 was budgeted under account # 1-539-6004-31500 (Professional Services -Other), but must be transferred to account # 1-539-6004-34990 (Contractual Services -Other), as shown in c) below.
