Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1.  The Fire Department would like to purchase eight (8) thermal imaging cameras (TIC). TIC’s are used by Firefighters to see heat through darkness, smoke or through light barriers such as dry-wall. These TIC’s are handheld and are constructed using heat- and water-resistant housings, and ruggedized to withstand the hazards of Fireground operations. TIC’s also pick up body heat, and are used in instances where people are trapped where rescuers cannot see them.

2.  The Fire Department has a $36,798 grant from UASI (Urban Area Security Initiative) and would like to use the funds towards the purchase of eight (8) Flir Thermal Camera Kits and eight (8) related truck chargers, the remaining funds for the purchase of the Thermal Camera Kits will be provided from the Fire Department's budget.

3.  The Fire Department has obtained a quote from TheFireStore, utilizing contract number GS-07F-0080T procured by the United States General Services Administration (GSA) in the amount of $39,997.

4.  Section 35.18(5) of the City's Procurement Procedures states; "Utilization of other governmental agencies' contracts. Commodities or services that are the subject of contracts with the state its political subdivisions or other governmental entities including the United States government, are exempt from this section, provided, however, that this division shall apply only if the contract expressly permits or if the awarding jurisdiction and/or the vendor agree to allow the city to purchase therefrom."
