SUMMARY EXPLANATION AND BACKGROUND:

1.  On November 19, 2018, the City Commission authorized the advertisement of PD-18-06 "Swat Team Tactical Night Vision Binoculars and Accessories", which was later advertised on November 27, 2018.

 

2.  The purpose of PD-18-06 "Swat Team Tactical Night Vision Binoculars and Accessories" is to provide the Police Department’s Swat Team with BNG-001-A48M INSIGHT Night Vision Binoculars with DBAL-I2 Green Laser Class 1 Laser Designator.

 

3.  On December 18, 2018, the City opened eleven (11) bids from the following vendors:

4.  The Police Department has analyzed various options that would be the best fit for the Department, while also considering the existing brands that are currently in place throughout the Department, ease of use and efficiencies in maintaining and operating the equipment.  As a result, the bid package includes the equipment and brand names determined by the City's Police Department.

 

5.  The Police Department has reviewed the alternatives that were submitted by Maxavision Technologies and Night Fighter Tactical Inc. and based on the pricing, specifications, and the current environment in the SWAT Team, the Police Department recommends moving forward with the requested products in lieu of the alternatives.

 

6.  The Police Department has reviewed the next lowest submittal from Clyde Armory, Inc., and has deemed them to be the most responsive/responsible bidder.

 

7.  Clyde Armory, Inc. has completed the Equal Benefits Certification Form and has stated that: "Contractor currently complies with the requirements of this section."

 

8.  Recommend Commission to award PD-18-06 "Swat Team Tactical Night Vision Binoculars and Accessories" to the most responsible/responsive bidder, Clyde Armory, Inc., in the amount not to exceed $185,225.92.
