Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

(A) AD-19-01 “Design Criteria Professional - Parking Garage & Event Space at City Center”

The City of Pembroke Pines is seeking qualification statements from Design Criteria Professionals to prepare the Design Criteria Package (DCP) for the construction of a new parking garage and the development of event space at the Charles F. Dodge City Center located at 601 City Center Way, Pembroke Pines, FL 33025 in accordance with the Consultant’s Competitive Negotiation Act (C.C.N.A. - Florida Statute 287.055).  The parking garage will include banquet space with a warming/prep kitchen on the top floor and therefore must be designed to include easy access to the banquet kitchen from the main kitchen in the Great Hall.  The event space will be developed on the grassy area just to the north of the main City Center building. 

 

(B) AD-19-02 “Infant Safe Haven Training and Outreach”

The City of Pembroke Pines is seeking letters of interest from qualified nonprofit organizations, hereinafter referred to as the Contractor, that are interested in entering into a mutually beneficial arrangement, with no expenditure of public funds, in which the Contractor would work to initiate a program to increase greater community awareness of the Florida Safe Haven Law throughout the city, and provide state-sanctioned Safe Haven training to city Fire/EMS, Law Enforcement, and Community Service Staff. 

 

The City has already been approached by the Gloria M. Silverio Foundation, 501(c)(3), “A Safe Haven for Newborns” that is interested in entering into a mutually beneficial arrangement to provide said services. 

 

Pursuant to the City’s Procurement Code Section 35.34, “Promoting Business with the City; No Expenditure of Public Funds”, which states, “Notwithstanding any provision of this chapter, the city may, by a majority vote of the City Commission, enter into a mutually beneficial arrangement with a private business entity for the specific benefit of the citizens and residents of the city provided that no public funds are expended in furtherance of such arrangement. If the City Commission votes to enter into such an arrangement with a particular private business entity, all such other private businesses within the city that provide the same or similar goods or services shall be fully afforded the same or similar business opportunity.  Notwithstanding the other provisions of this section, the City Manager, at his or her discretion, may adopt an administrative policy permitting the city to enter into sponsorships or other similar relationships with private businesses in the city.”

 

As a result, the City is requesting letters of interest to determine if there are any other nonprofit organizations that provide similar services relating to the Florida Safe Haven Law and that would like to enter into a mutually beneficial arrangement with no expenditure of public funds.

 

(C) PSPW-19-01 “Re-Cladding of the Grounds Maintenance Building”

The City of Pembroke Pines is seeking bids from qualified firms for re-cladding the Public Services Department’s Tool and Machinery Equipment Storage Building in order to improve the structural and exterior conditions of the building which have been deteriorated by normal wear and tear.

 

(D) ED-18-02 “Charter School Bus and Student Tracker”

The City of Pembroke Pines is seeking proposals from qualified firms to offer the Charter Schools a transportation and student rider management system with routing and tracking software, with the potential option of generating revenue.

 

(E) PL-18-06 “Digital Signage Fabrication and Installation”

The City of Pembroke Pines is seeking proposals from qualified firms to provide programmable digital message center board signs to display digital messages communicating information to the public about events and potential emergency situations within the City of Pembroke Pines and surrounding areas.

 

(F) RE-19-02 "Art Installation Services"

The City of Pembroke Pines is seeking proposals from qualified firms to provide art installation and de-installation services at the Frank C. Ortis Art Gallery & Exhibit Hall (The Frank).

This attachment is the standard boiler plate language that is used for the solicitations listed above.  It is attached to this agenda item separate from the solicitations to reduce the repetition of this item.

FINANCIAL IMPACT DETAIL:

 

(A) AD-19-01 “Design Criteria Professional - Parking Garage & Event Space at City Center”

Funds are not currently budgeted for this project. After the bids are received and evaluated, and a contract is negotiated, an agenda item will be brought to Commission approval with a request for funding.

 

(B) AD-19-02 “Infant Safe Haven Training and Outreach”

Not applicable as this Request for Letters of Interest is intended to result in a mutually beneficial agreement with no expenditure of public funds.

 

(C) PSPW-19-01 “Re-Cladding of the Grounds Maintenance Building”

Funds are available in account #1-519-6001-46150 (R&M- Land- Building & Improvement)

 

(D) ED-18-02 “Charter School Bus and Student Tracker”

Funds are not currently budgeted for this project. After the proposals are received and evaluated, and a contract is negotiated, an agenda item will be brought to Commission approval with a request for funding.

 

(E) PL-18-06 “Digital Signage Fabrication and Installation”

Funds are available in account # 320-541-6003-677-63995-6 (Improvements - Landscaping)
