MOTION TO APPROVE A SIX (6) MONTH EXTENSION TO THE LEASE AGREEMENT WITH TOMCO2 SYSTEMS COMPANY FOR THE RENTAL OF A TEMPORARY CARBON DIOXIDE (CO2) SYSTEM AT THE WATER TREATMENT PLANT AT A COST OF $3,500 PER MONTH FOR A TOTAL AMOUNT NOT TO EXCEED $21,000.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1.  On May 23, 2018, the City Commission ratified the City Manager's approval to enter into an agreement with Tomco2 for the rental of a temporary carbon dioxide (CO2) system at the Water Treatment Plant at the cost of $3,500 per month.

2.  The Utilities Division has begun enhancing the lime softening process by raising the pH in the treatment units. This process improvement is for additional color and disinfection byproduct precursor removal.  In order to implement this treatment process modification, a Carbon Dioxide Injection System to lower the pH after treatment and prior to the ion exchange and distribution was required.

3.  On December 20, 2017, the City Commission awarded PSUT-17-05 "Sodium Hypochlorite & CO2 Injection System" to RF Environmental Services.  This project will replace the Chlorine Gas with liquid Sodium Hypochlorite and CO2 for disinfection and lowering pH.

4.  The Utilities Division previously estimated an approximate ten (10) month period for the Permanent CO2 system to be fully installed, however, it has been determined that a six (6) month extension of the temporary carbon dioxide (CO2) system lease will be necessary for the installation of the permanent system to be completed.

5.  Request Commission to approve a six (6) month extension to the lease agreement with TomCo2 Systems Company for the rental of a temporary Carbon Dioxide (CO2) System at the Water Treatment Plant at a cost of $3,500 per month for a total amount not to exceed $21,000.
