Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  On June 20, 2018, the City Commission approved a motion to accept the grant agreement with the State of Florida Department of Financial Services for a total of $600,000 for the construction of a new fire training facility to replace the existing temporary classroom portables being used.

 

2.  On October 17, 2018, the City Commission authorized the advertisement of FI-18-03 "Construction of a New Fire Training Facility", which was advertised on November 29, 2018.

 

3.  The purpose of this solicitation was to seek bids from qualified firms  to construct a Fire Training Facility at the Pembroke Pines Fire Department located at 1201 N 208th Ave, Pembroke Pines, Florida 33029.

 

4.  The Pembroke Pines Fire Training Facility will serve the needs of the local community by providing classroom areas necessary to train the City’s ISO Class 1 Fire Rescue Department. The City currently has a fire training campus which includes a tower, gas fields, vehicle extrication props, and a flashover simulator but, it has no permanent fire training classroom or building. The current classroom building is a 30 year old doublewide mobile home trailer only capable of accommodating approximately 14 people and it is not ADA compliant.  With the amount of training necessary to maintain our fire protection rating and our public education commitments, we are in need of a permanent training building. The new building will include two large classroom spaces that can be further separated to create smaller classroom areas. It will be available for a greater variety of users including city residents, and will be ADA compliant.

 

5.  On January 15, 2019, the City opened eight (8) proposals and two (2) no bid from the following vendors:

6.  The Public Services Department has reviewed the proposals and has deemed Bejar Construction, Inc.to be the most responsive/responsible proposer.

 

7.  In addition, Bejar Construction, Inc., has also completed the Equal Benefits Certification Form and has stated that the "Contractor currently complies with the requirements of this section."

 

8.  The Public Services Department would like to add a 10% owner’s contingency to the project to cover any additional services needed along with a 3% permit allowance which will increase the total cost from $2,124,800 to $2,401,024.

 

9.  Request Commission to award FI-18-03 "Construction of a New Fire Training Facility" to the most responsive/responsible bidder, Bejar Construction, Inc in the amount not to exceed $2,401,024, which includes a 10% owner’s contingency in the amount of $212,480 and a 3% permit allowance in the amount of $63,744.

b)   Amount budgeted for this item in Account No: $1,544,516 is currently available in account # 1-529-4003-62038 (Fire Training Facility).  This amount includes the $600,000 in grant funding.

c)   Source of funding for difference, if not fully budgeted: $856,508 will be funded from the FY 2019-2020 budget under account # 1-529-4003-62038 (Fire Training Facility)
