MOTION FOR CITY COMMISSION (GOVERNING BOARD) TO APPROVE THE CHARTER SCHOOL SAFETY POLICIES NEEDED TO COMPLY WITH THE MARJORY STONEMAN DOUGLAS HIGH SCHOOL PUBLIC SAFETY ACT (SB7026) AND APPLICABLE FLORIDA STATUTES FOR THE 2019-2020 SCHOOL YEAR.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. In 2018, the Florida Legislature signed into law the Marjory Stoneman Douglas High School Public Safety Act (SB7026). The legislation outlines significant reforms to make Florida schools safer. City Commission certified on October 17, 2018 that the Pembroke Pines Charter Schools (Location #5051, 5081, 5121, & 0351) would comply with SB7026 (Exhibit #1 - SB7026 Compliance Forms).
2. During the 2019 Regular Session, the Florida Legislature signed into law SB 7030, Implementation of Legislative Recommendation of the Marjory Stoneman Douglas High School Public Safety Commission. This legislation builds upon the school safety and security foundation established in SB 7026 by addressing school safety and security recommendations and strengthening accountability and compliance oversight authority.
3. In accordance with SB 7026 and SB 7030, school districts are required to have policies which address school safety to include: Active Assailant Threat Procedures, Threat Assessment Procedures and Reporting, Visitor Control Management and Safer/Hard Corner Policies. Additionally, schools must continuously implement and document Mental Health Awareness and Assistance Training for staff and also document mental health intervention services provided. Documentation must be provided in an annual Mental Health Audit to the Florida Department of Education. Furthermore, schools and districts are required to update annually the Florida School Safety Risk Assessment Tool (FSSAT) their progress on school hardening, safety procedures and community resources, in consultation with local police and fire departments.
4.The Pembroke Pines Charter School Safety Specialist, in collaboration with the City of Pembroke Pines Emergency Management Director, Police and Fire Agencies, as well as school and city leadership, have developed safety policies and procedures to address the aforementioned legislative mandates. These policies were presented to City Commission in a closed session meeting on August 7, 2019 for review. The following policies, procedures and assessments are being approved:

-Safer Spaces Policy
-Threat Assessment Policy
-Visitor Intruder Control Policy
-Security Codes
-FY2019-20 Florida School Safety and Security Assessments for PPCS Locations 5051, 5081, 5121

-FY2019-20 Mental Health Plans for PPCS Locations 5051, 5081, 5121 and 0351
5. Recommend the City Commission approve the charter school safety policies needed to comply with the Marjory Stoneman Douglas High School Public Safety Act (SB7026) and applicable Florida statutes for the 2019-20 school year.
