Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. The City of Pembroke Pines purchases Sodium Hypochlorite (liquid chlorine) for aquatic facilities throughout the City. 

2.  The Recreation and Cultural Arts Department purchases the chemical utilizing the City of Sunrise Southeast Florida Governmental Purchasing Cooperative Group Bid Title: Purchase of Swimming Pool Chemicals Bid Number 17-06-12-HR, subsequently awarded to Gomez Chemical, Inc. for the period of March 27, 2017 through March 26, 2019. The awarded unit price for each gallon of sodium hypochlorite is $1.144.  On February 22, 2019 the contract was renewed for one additional year with an expiration date of March 26, 2020.

3.  Pursuant to Section 35.18(C)(6) of the City's Procurement Code: "Cooperative purchasing.  Cooperative purchasing plans are exempt from from the competitive procurement process".

4.  The estimated annual cost for the purchase of sodium hypochlorite from Gomez Chemical has always been less $25,000.

5.  The Academic Village Olympic Pool liner is leaking which requires the increased treatment of water.  The current salt system cannot sustain adequate disinfection.  The system is being supplemented with chlorine to maintain the appropriate chemical balance in the pool. The project to repair the liner is currently out to bid and is expected to start around November 15th.

6.  The additional need for chlorine at the AV pool has pushed the annual cost for this chemical above the $25,000 threshold required for Commission approval.  The current estimated annual cost...
