PROPOSED RESOLUTION 2019-R-34 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, APPROVING AND AUTHORIZING THE PROPER CITY OFFICIALS OF THE CITY OF PEMBROKE PINES TO EXECUTE THE MEMORANDUM OF UNDERSTANDING WITH BROWARD COUNTY AND OTHER PARTICIPATING MUNICIPALITIES REGARDING COLLABORATIVE STUDY AND SUBSEQUENT DEVELOPMENT OF AN INTEGRATED SOLID WASTE AND RECYCLING SYSTEM, ATTACHED HERETO AS EXHIBIT “A” AND INCORPORATED HEREIN; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. 

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. Broward County entered into an Interlocal Agreement (ILA) in 1987 with 26 municipalities (the"RRB municipalities"), which created the Resource Recovery Board (RRB) and Resource Recovery System (RRS).  The City of Pembroke Pines was not a member of the RRB. Rather, the City has an agreement with Reuter Recycling of Florida, Inc., for the disposal of solid waste ("Reuter Agreement").  The Reuter Agreement expires on January 1, 2022.

2.The ILA termed out in 2013 leaving all parties individually responsible for the disposal of their solid waste streams.  The assets of the RRS, with the exception of the Alpha 250 land property, (a vacant parcel located in Pompano Beach), were distributed to Broward County and the RRB Municipalities pursuant to a settlement agreement between Broward County and the RRB Municipalities.  As part of the Settlement Agreement, the Alpha 250 Site was to be sold.  However, Broward County and the RRB Municipalities agreed to delay the sale in order to allow the cities and Broward County to explore options for various solid waste and recycling issues, including the potential use of the Alpha 250 site.
