SUMMARY EXPLANATION AND BACKGROUND:
This item went before Commission on August 7, 2019 but was deferred to the next Commission meeting on August 21, 2019.
1. On May 1, 2019, the City Commission authorized the advertisement of FI-19-01 "Fire Engine / Ladder Truck", which was later advertised on May 7th, 2019.
2. The purpose of this bid is to provide the Fire Department with a Fire Engine/Ladder Truck that will meet their current needs, and allow an opportunity for future purchases at the specified cost at the discretion of the City Manager and with the approval of City Commission.
3. On June 4, 2019, the City opened one (1) proposal from the following vendor:

4. The Fire Department has reviewed the bids and has deemed Hall-Mark RTC to be the most responsive/responsible bidder.
5. In addition, Hall-Mark RTC has completed the Equal Benefits Certification Form and has stated that the "Contractor currently complies with the requirements of this section."
6. Hall-Mark RTC allows for “tag on” orders for future purchases for a period not to exceed three (3) years from the bid opening date. This does not preclude the City from going out to bid for any future purchases. It does offer the benefit to the City of locking in a set price should that amount be less than the new bid amount.
7. Hall-Mark RTC will honor the price quoted for an initial period of 90 days and has agreed to an economic prices escalation of 1.5% for the remaining 275 days. Future years beyond the initial first year shall have an economic price escalation of 3% and all future purchases are at the discretion of the City. ...
