Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.  On January 25 2017, the City of Cape Coral issued, ITB-UT17-29 /KR for the Sanitary Sewer Collection System In-Flow Abatement Services.

 

2.  On April 3, 2017, the City of Cape Coral awarded a contract for ITB-UT17-29 /KR to USSI, LLC of Venice, Florida for a three (3) year term, with two (2) additional two (2) year renewals upon mutual agreement of all parties.

 

3.  The Utilities Division would like USSI, LLC of Venice, Florida to provide the work required for Sanitary Sewer collection system in-flow abatement services in previously lined lift stations basins located throughout the City of Pembroke Pines.

 

4.  The work shall include, but is not limited to, smoke testing of sanitary sewer collection system lines complete with a report of the findings; sealing designated manhole chimneys; inserting rain dishes into designated manholes; replacing damaged and/or installing new cleanout caps where applicable; installing cleanout plugs where applicable; and providing the City of Pembroke Pines with a final report outlining the observed condition of all examined manhole structures and cleanouts.

 

5.  On August 22, 2018, the City Commission approved the Purchase of Sanitary Sewer Collection System In-Flow Abatement Services on an as-needed basis from USSI, LLC of Venice, utilizing the pricing from the City of Cape Coral Contract # CON-T17-29/KR, pursuant to Section 35.18(C)(5) of the City’s Code of Ordinances.

 

6.  The Utilities Division has been satisfied with the previous work completed by USSI, LLC of Venice and would like to continue utilizing their services.

 

7.  Pursuant to Section 35.18(C)(5) of the City's Code of Ordinances, "Utilization of other governmental agencies' contracts.  Commodities or services that are the subject of contracts with the state its political subdivisions or other governmental entities including the United States government, are exempt from the competitive bidding process."

 

8.  USSI, LLC. of Venice, Florida has provided a quote for Sanitary Sewer Collection System In-Flow Abatement Services for a total cost not to exceed $407,238.70.

 

9.  Recommend the City Commission to approve the agreement with USSI, LLC of Venice for the purchase of Sanitary Sewer Collection System In-Flow Abatement Services on an as-needed basis for a total amount not to exceed $447,962.57 which includes a 10% owner’s contingency fee of $40,723.87, utilizing the pricing established from the City of Cape Coral Contract # CON-T17-29/KR, pursuant to Section 35.18(C)(5) of the City's Code of Ordinances.
