Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

This item went before Commission on August 7, 2019 and was deferred to the September 5, 2019 Commission meeting.

 

 

1. The Broward Metropolitan Planning Organization (MPO) has requested that the City adopt a resolution expressing support for the approved list of priority projects in the City of Pembroke Pines.  This resolution is required in order for the projects to remain in the Cost Feasible Plan and establishes eligibility for programming this cycle.

 

2. Administration is requesting for the City Commission to deem it to be in the best interest of the citizens and residents of the City of Pembroke Pines to express support for the Pines Boulevard at Flamingo Road Center Turn Overpass Project in the Commitment 2045 Metropolitan Transportation Plan (MTP).

 

3. Project programming for this cycle is directly tied to MTP project rank and overall funding availability. The Broward MPO does not guarantee project programming. Broward MPO and/or FDOT may require an additional resolution of support once the project becomes a candidate for programming in order to demonstrate local commitment on the project delivery method and detailed scope of work for the project. Broward MPO staff will coordinate with its partners on a project-by-project basis with respect to this requirement.

FINANCIAL IMPACT DETAIL:

 

a)   Initial Cost:  None.

b)   Amount budgeted for this item in Account No: Not Applicable.

c)   Source of funding for difference, if not fully budgeted: Not Applicable.

d)   5 year projection of the operational cost of the project:  Funding for the design and Construction will be provided by the Broward MPO and will be performed by the Florida Department of Transportation (FDOT).  The City of Pembroke Pines will have to fund the maintenance of the improvements to be constructed within City of Pembroke Pines' right-of-way.  The cost of this maintenance is unknown at this time.
