DISCUSSION AND POSSIBLE ACTION TO DIRECT CITY ADMINISTRATION TO WORK WITH THE BROWARD COUNTY LEGISLATIVE DELEGATION AND LOBBYISTS FOR THE FISCAL YEAR 2020 LEGISLATIVE APPROPRIATION REQUESTS AND LOCAL BILL.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. Administration has identified various critical need projects and would like to request our lobbyists to work with state legislators for funding in the 2020 Legislative session.

2. Attached Exhibit 1 provides detail on each of the following seven (7) appropriations requests:

     a. Senior Transportation Buses-$288,000

     b. Pembroke Road Extension 196 Ave. to US 27 Project-$2,925,000

     c. Police Headquarters-$42,000,000

     d. Utility Water Main Replacement- $4,000,000

     e. Studio 18 AC System Replacement- $288,000

     f. Howard C. Forman Central Kitchen Improvements- Storage Freezer Replacement- $585,000

    g. Howard C. Forman Central Kitchen Improvements- Emergency Generator System- $270,000

3. A local bill would further be filed requiring the School Board of Broward County to proportionately share with charter schools in-a-municipality, which are owned and directly operated by the municipality, on a per-student allocation basis the distribution of all revenues derived from the levy of any and all tax millage levied pursuant to Section 1011.71, Florida Statutes.  This would include both the "Local Capital Improvement" 1.5 mills district levy, as well as the recent 0.5 mill voter referendum referred to as the “Secure the Next Generation” referendum.  The City’s lobbyists would be directed to urge members of the Florida Legislature to prioritize and support the endorsement of the proposed bill.

4. Request City Commission approval to seek funding with the assistance from our lobbyists for the above referenced appropriation requests and local bill in the 2020 Legislative Session impacting the 2020-2021 fiscal year.
