Title

MOTION TO APPROVE REVISIONS TO THE POLICE DEPARTMENT'S PARTICIPATION IN THE COMMISSION FOR FLORIDA LAW ENFORCEMENT ACCREDITATION (CFA) AGREEMENT.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1.  Request approval for revisions made to the existing Commission For Florida Law Enforcement Accreditation (CFA) Agreement.  The Commission For Florida Law Enforcement Accreditation is a statewide accreditating body which establishes law enforcement standards, and awards accreditation to compliant Florida Law Enforcement Agencies.

2.  As with the previous agreement, the Pembroke Pines Police Department will have a twenty-four (24) month period to prove all standards and complete the self-assessment audit phase, which includes agency functions and the provision of records requested by the CFA unless prohibited by law.

3.  An Initial Accreditation Fee of $2,100 was required and paid to begin the process in pursuing full compliance accreditation.  This fee includes a $300 access fee for use of required CFA software, and a $1,800 Accreditation Fee which is predetermined by the number of sworn law enforcement positions within the agency.  Subsequent City costs will require a $300 annually to maintain use of required CFA software.  After the accreditation is awarded, the City will be billed $600 annually in reaccreditation fees.

4.  The City will be responsible for paying for CFA audit related assessor costs beginning in Year 2 (per diem, hotel, mileage) in the amount of $5,000 ($2,500 for mock assessment plus $2,500 for actual assessment), which will be required every three years.

5.  This agreement will remain in effect indefinitely for the term  that the Pembroke Pines Police Department deems appropriate to maintain CFA accreditation status and abides by all compliance requirements.

6.  The attached agreement has been approved as to legal form by the Police Legal Advisor.
