PROPOSED ORDINANCE 2019-15 IS AN ORDINANCE OF THE CITY OF PEMBROKE PINES, FLORIDA, AMENDING CHAPTER 32 OF THE CITY’S CODE OF ORDINANCES, ENTITLED “DEPARTMENTS, BOARDS, AND COMMISSIONS;” BY AMENDING THE “DIVERSITY AND HERITAGE ADVISORY BOARD” TO REVISE THE BOARD COMPOSITION; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. On August 21, 2019, Vice Mayor Schwartz introduced a Commission item, making a motion to amend the Diversity and Heritage Advisory Board to include an additional two alternate positions for each commission district; and that alternates would only be appointed from the commission district in which the alternate board member applicant lives.
2. With the adoption of Proposed Ordinance 2019-15 Section 32.192, of the City of Pembroke Pines Code of Ordinances, entitled “Composition and Quorum” would be amended as follows:
Sec. 32.192 Composition and Quorum (a) The Diversity and Heritage Advisory Board consists of fifteen (15) regular members and two (2) ten (10) alternates, who live or conduct business in the city, with a strong commitment to the mission of the Diversity and Heritage Advisory Board. The Mayor and each City Commissioner shall appoint three (3) regular members. The Mayor shall appoint the two (2) alternates and each City Commissioner shall appoint two (2) alternates. Alternates may only be appointed from the district in which the appointing commissioner resides; with the exception of the Mayor’s appointments, who may reside in any district. Alternates may only be seated at a meeting for voting or quorum purposes in the absence of a regular member from the same Commission District or of the Mayor.
3. On May 15, 2019 Commissioner Castillo introduced an item with a motion to discuss and direct the creation of a permanent, on-going city effort demonstrating respect for community diversity by creating a diversity advisory board charged with recommending policies, identifying heroes in promoting American and international diversity and civil rights; statuary and tributes to luminaries in diversity, located in City parks, and properties; events and activities promoting civic unity and strength through increased celebration of the City’s diversity. The Commission agreed by consensus to direct the City Attorney to draft an ordinance that would not only embrace the previous community status of the Diversity and Heritage Committee, but would augment the status of the board to a formal diversity advisory committee with numbers of members per City commission district, to be brought back before Commission for review.
4. On June 5, 2019, Proposed Ordinance 2019-10 went before Commission for First Reading, with language in the motion amended to reflect "Diversity and Heritage" instead of "Heritage and Diversity." The Commission also agreed to a total of 15 members and 2 alternates on the Diversity and Heritage Advisory Board. There would be 3 appointees for each of the four Pembroke Pines Commission Districts, 3 Mayoral City-wide appointees and 2 city-wide alternates.
5. On June 19, 2019, Proposed Ordinance 2019-10 establishing the Diversity and Heritage Advisory Board was adopted on second and final reading.
6. On September 5, 2019, Proposed Ordinance 2019-15 to amend the Diversity and Heritage Advisory Board composition and quorum will go before Commission for first reading. Second and final reading is scheduled for Wednesday, September 18, 2019.
