Title

MOTION TO ACCEPT POLICE DEPARTMENT'S FY2019 AWARD FROM THE ANNUAL U.S. DEPARTMENT OF JUSTICE/JUSTICE ASSISTANCE GRANT (JAG) PROGRAM IN THE AMOUNT OF $26,040.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. In collaboration with eighteen (18) eligible law enforcement agencies in Broward County, the Police Department has been allocated $26,040 from the U.S. Department of Justice as its FY2019 Justice Assistance Grant (JAG) share of the $501,886 allocated to Broward County. The Justice Assistance Grant funds may be used for any legitimate law enforcement projects, as defined by the Bureau of Justice Assistance. The funding allocation is determined by a formula that is based primarily upon the preceding year crime data reported to the F.B.I. and population trends.

2. There is no Match Funding requirement; however the City of Pompano Beach will act as the countywide lead agency for the 2019 Justice Assistance Grant process and will deduct 10% of the City’s award for administrative purposes as provided by Federal law. After the Department of Justice executes the funding approval to the City of Pompano Beach, the City of Pembroke Pines will be forwarded an agreement from the City of Pompano Beach. Approving this motion allows the authorization of the appropriate city staff to execute any and all documents pertaining to the 2019 Justice Assistance Grant; the 2017 Justice Assistance Grant (JAG) Memorandum of Understanding (MOU) is attached for reference (Exhibit B). The 2019 JAG MOU is not yet available, however it will be substantially similar to the 2017 JAG MOU. The City's net grant amount for actual program expenses is $23,436. Any interest earned for JAG award funds must be utilized for grant purposes, or returned to the Department of Justice at grant's end date.

3. The program period will be from October 1, 2018 through September 30, 2022, a period of four (4) years.

4. The funds will be used to outfit all police officers with general purpose flashlights and rescue knives (includes seat belt cutter, window punch / glass breaker); as well toward NIBRS compliance activities (training) that will be provided to personnel to help the police department become NIBRS compliant. The National Incident Based Reporting System (NIBRS) is the FBI’s crime data reporting system that is intended to be standard for the nation by 2021, and will replace the FBI’s current Summary Reporting System (SRS).
