Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

On Wednesday, October 2, 2019 Proposed Ordinance 2019-13 went before Commission for first reading. However, the draft of Proposed ordinance 2019-13 in the backup did not accurately show the underlines and strikeouts of the draft text as intended.  Commission moved to have the proposed ordinance read on first reading at the next Commission Meeting showing the draft as redlined as intended.

The First Reading of Proposed Ordinance 2019-13 went before Commission on June 19, 2019 but was deferred to August 7, 2019 for first reading.

1.      On February 15, 2017 Proposed Ordinance 2016-14 amending Chapter 130 Entitled "General Provisions" By Creating Section 130.06, To Be Entitled "Adult Civil Citation Program;" Providing For A Statement Of Policy And Intent, was adopted by a vote of 4-1.

2.      On April 6, 2016, Commissioner Castillo introduced a commission item directing staff to study Broward County's recently adopted adult civil citation ordinance.  Commissioner Castillo wanted to propose a city run adult civil citation program offering adults one chance to follow the law, and offering drug screening and drug treatment.

3.  The RFQ solicitation for a not-for-profit provider did not produce a response, and the Police Department sought out a local verndor to provide the service under the requirements outlined in the RFQ.
